BETHLEHEM (Ma'an) -- A draft of US Secretary of State John Kerry's ceasefire proposal that was shown to Israeli officials on Friday called for the opening of Gaza-Israel border crossings and ensuring "the economic livelihood" of Palestinians in the Strip, an Israeli newspaper reported Sunday.

The document, titled "Framework for Humanitarian Ceasefire in Gaza," also said a lasting truce would make possible the "transfer of funds to Gaza for the payment of salaries for public employees," Haaretz reported.

According to the report, the proposed ceasefire would also "address all security concerns."

Israel would not be allowed to continue its operation to destroy tunnels during the initial ceasefire, the draft reportedly stipulated.

It made no explicit mention of the demilitarization of Palestinian factions in Gaza.

Israeli officials were "in shock" upon reading the draft, saying it ignored Israel's security concerns.

"We succeeded in foiling that document and now we are discussing other options," Haaretz quoted officials as saying.

An associate of Kerry reportedly responded: "There is no paper and no proposal. The draft was based on the Egyptian proposal that Israel wholeheartedly supported. So if they are opposed, they are opposed their own plan."

Israel voted down a ceasefire proposal Friday, instead agreeing to a 12-hour humanitarian truce starting Saturday at 8 a.m.

On July 15, Israel imposed a ceasefire agreed upon by Egypt and the US. Hamas and other Palestinian factions continued firing rockets, saying they had not been involved in negotiating the ceasefire and heard about it "through the media."

Israel began its ground operation operation in Gaza two days later, and the death toll among Palestinians, mostly civilians, soared.

Palestinian groups in Gaza say they will not accept any ceasefire that does not involve the lifting of the eight-year blockade on the Strip, which has severely limited imports and exports and has led to frequent humanitarian crises.

After all that time I was trying to figure out what Israel was talking about security concern. Now after what is going on in Gaza and in Israeli cities, Hamas made an honest broker out of them, not Iran, Egypt or any big shots in the area, Hamas. Now Israel got something to complain about.

The US is complicit with Israel's warcrimes while ever the US plays the Devil's advocate by allowing Israel's inhumane actions to continue.

1- IF the proposed ceasefire does NOT allow Israel to continue its operation to destroy tunnels during the ceasefire, Israel's stated goal, 2- THEN this ceasefire draft will surely NOT be accepted by Israel, until Israel has completed destroying tunnels, and further 3- Israel is also determined that Hamas receive nothing for starting this war (like "economic livelihood"), so it could later claim as a victory !!!

My boss, the President, made me author such a one-sided document. Israel should rip it up and start over. Hamas is responsible for all the death and destruction and the UN will soon send police to arrest the surviving Hamas leadership and charge them with crimes against humanity.

A ceasefire without lifting of the blockage is strictly in the Zionist's interest which would continue to subjugate the Palestinian people to inhuman conditions, lack of freedom, lack of dignity, lack of any future for the younger generation. If these conditions are not met, the struggles must continue, with the involvement of the West Bank as a second front to inflict more casualties on the Zionist regime. Long live Palestine!

Kerry's failure to deal with the real issue of Hamas rockets and attack tunnels was picked up immediately by both Israel and Fatah. Kerry bypassed the PA/Abbas, ignored Egypt and Israel, and thinks he'll get a hudna between Hamas and Qatar. Well, got news for ya, John - Hamas and Qatar already love each other and it's kinda clear you want that recent $11 billion weapons sale to Qatar to go through - despite them being and Islamic dictatorship.

Why is everybody ignoring Hamas during negotiations? This is ridiculous. There are TWO sides involved directly in the conflict, and one is totally ignored. How can this even be called negotiations? And spare me the terrorist-group speech. IDF is terrorizing and killing far more people in Gaza and West Bank than Hamas ever did, yet they are treated like a damsel in distress. And why is US behaving like Israel is its boss? It all looks like a cheap parody.

More propaganda no doubt, Israel "in shock", doubt it. A bit like Kerry's gaff last week on "Fox News", I mean really, are we supposed to believe it wasn't intended for a worldwide audience. Fox News of all broadcasters and you want us to believe Kerry couldn't have stopped it going out. Brian's last couple of sentences are probably true, don't know about the dictatorship bit, but $11 billion in weapons sales is no small change.

Israel started this war to break up the unity government and avoid going back to the negotiating table. As usual it has backfired and now Hamas are demanding not just the usual truce and return to the status quo, but full lifting of the blockade, there's no going back this time.

#6 Brian Cohen How many tunnels would you dig if you had lived for decades under Zionist oppression in an open air prison?

Hamas and the US, trying to snatch Gaza victory from the jaws of defeat. Israel is many things, but naive isn't one of them.

Pakistan 1971 war – 3 million Muslims dead. Sudan – 1983 war – 1 million Muslims dead. Iraq – 1988 war – 800,000 Muslims dead. Algeria – 1991 war – 150,000 Muslims dead. Algeria – 2011 Arab spring 1740,000 Muslims dead. Syria – 2011 war – 250,000 Muslims dead. None of the above were killed by Israel. Gaza 2014 - 174 dead as Israel is defending its civilians… “Moderate Arabs” are silent!!!! But only when Israel defends itself. Everybody protests Israel is being accused of genocide

You know whar, pals? It's over. i've rooted for you for years, and what's been done to you is not fair, but you will never make it fair. if i were you, i'd apply at the UN for refugee status, and try to get into another country where your children can grow up. if they get a good education and keep their noses clean, your grandchildren will see fair. Come to think of it, that's what the jews did when they came as refugees to the US. it took 2 new generations, but they got their share of fair.

Shame on all you here, who have the nerve to equate Isreal & Hamas as equals. Hamas is a terroist group, PURPOSELY putting their citizens in danger, to win public relations points. Isreal, was NOT the one who had started all of the firing of the rockets, and stating they want the Destruction of their enemy. They are just FIGHTING FOR THEIR SURVIVAL, and are trying to leave in peace, where they are outnumbered 50 to 1.
