The following is the full text of the draft UN Security Council resolution condemning continued Israeli settlements that the Obama administration vetoed late Friday. All other member states voted in favor.

The Security Council,

its relevant resolutions, including resolutions 242 (1967), 338 (1973), 446 (1979), 452 (1979), 465 (1980), 476 (1980), 478 (1980), 1397 (2002), 1515 (2003), and 1850 (2008),

Reaffirming the applicability of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, to the Palestinian Territory, including East Jerusalem, and the other Arab territories occupied since 1967,

Reaffirming that all Israeli settlement activities in the Occupied Palestinian Territory, including East Jerusalem, are illegal and constitute a major obstacle to the achievement of peace on the basis of the two-State solution,

Condemning the continuation of settlement activities by Israel, the occupying Power, in the Occupied Palestinian Territory, including East Jerusalem, and of all other measures aimed at altering the demographic composition, character and status of the Territory, in violation of international humanitarian law and relevant resolutions,

Bearing in mind also the obligation under the Quartet Roadmap, endorsed by its resolution 1515 (2003), for a freeze by Israel of all settlement activity, including “natural growth”, and the dismantlement of all settlement outposts erected since March 2001,

Reiterating its vision of a region where two democratic States, Israel and Palestine, live side by side in peace within secure and recognized borders,

Taking note of the strong support expressed by the Quartet for the resumption of Israeli-Palestinian negotiations for the resolution of all final status issues within one year,

Stressing the urgency of achieving a just, comprehensive and lasting peace on the basis of the relevant resolutions, the Madrid terms of reference, including the principle of land for peace, the Arab Peace Initiative and the Quartet Roadmap,

Reaffirms that the Israeli settlements established in the Palestinian Territory occupied since 1967, including East Jerusalem, are illegal and constitute a major obstacle to the achievement of a just, lasting and comprehensive peace;

Reiterates its demand that Israel, the occupying Power, immediately and completely ceases all settlement activities in the Occupied Palestinian Territory, including East Jerusalem, and that it fully respect all of its legal obligations in this regard;

Calls upon both parties to act on the basis of international law and their previous agreements and obligations, including under the Roadmap, aimed, inter alia, at improving the situation on the ground, building confidence and creating the conditions necessary for promoting the peace process;

Calls upon all parties to continue, in the interest of the promotion of peace and security, with their negotiations on the final status issues in the Middle East peace process according to its agreed terms of reference and within the timeframe specified by the Quartet in its statement of 21 September 2010;

Urges in this regard the intensification of international and regional diplomatic efforts to support and invigorate the peace process towards the achievement of a comprehensive, just and lasting peace in the Middle East;

Decides to remain seized of the matter.

Now we can see why the USA vetoed the resolution !! because it talks about peace, and finds a real path toward achieving it.

If only the people of America could sign this in support of the resolution to express our outrage at our President's veto. I am most disappointed with our leadership and the direction our country has taken the last ten years. Not all Americans are happy with these policies and actions. And to think 52% of our budget goes to the military. It disgusts me.

The peace negotiations is just a FARCE, so israel can continue to steal palestinian lands and oppress its people and guess what America loves this tyranny and murderous onslaught on palestinians. Its time for the leaders AND PEOPLES of the countries of the world to STAND UP AGAINST THIS INJUSTICE AND CORRUPT TERRORIST STATES OF ISRAEL AND AMERICA.

I am sorry to say that in his Cairo speech ,President Obama on June 5,2009 was either a liar or an idiot.He gave promises for a new beginning with Islamic and Arabic world based on respect and mutual interest.He emphasized on his request to Israelis to freeze building settlements.In the beginning Israel accepted his request for few months.This ,from the Israeli side,was tactical rather than a strategic move.During that period Israel was busy trying to twist Obama's hands using all its influence

Israel does not seek nor desire peace. They are very happy with the status quo. The continued support of the USA gaurantees there will be no peace, unless Palestinians agree to lie down and die so Israel can have their land.

The U.S.A. may seem all the problem...but is certainly not the initiator of the Balfour Declaration which set this situation up in the first place. Nor does Britain back away from supporting incremental absorption of Palestine. The Wall in Palestine, roads for Israeli traffic only,dozens of internal checkpoints,border blockade,harassing fishermen,shelling towns,water rationing, demolition of wells and olive groves are punitive to the point of slow extinction : holocaust, in fact.

7) Nothing like the Holocaust John. I agree with you about Balfour and all the other evils you mention, but there is really no comparison. Apartheid and ethnic cleansing if you like, but Holocaust, no way! We don't agree with how Jews have used the Holocaust for their own purposes, so let's not join them in its misuse or overuse.

8) John, I have to disagree with you. The Holocaust was terrible of course, but frankly WWII only lasted about 4 years compared to the 63 years of suffering caused by Zionism. 63 years of murder, terror, ethnic cleansing, kidnappings, torture, harassment, humiliation, demonization.... really the final solution would have been better for us Palestinians than this tortured life.

9) John, I have to bow to what you say, to you a Palestinian with a good recognition of what the Holocaust was. The Holocaust was surely unique in history, yet it also seems 63 years, and counting, of what you two write of, is yet another first in man's despicable inhumanity to man. Thanks for what you said. I have not walked in your shoes or those of your people, just as we have not in those of the Jewish people. Both peoples in their neediest hours the world has abandoned in their suffering.

As a Brit, I can confidently say that I am not proud that the UK was a real force in drafting the Balfour Declaration. I am no historian, but what was so bad was that the UK fulfilled its promise of a Jewish state, but not to the indigenous Arab population of Palestine in their right to a state or self-determination. In 1948, the British Army left what had just become Israel, leaving Arabs in the cr*p to defend against the Irgun. I cannot forget the massacres. I am so ashamed of Britain.

Great summary, Victoria. We are not historians, but we do know and must continually tell the truth: That the great powers carry the real responsibility, beginning with the 1917 Balfour Declaration. It was and is their colonialism, their perfidy, their guilt complex, their collusion, and their fear of offending God. There are three players in this whole sordid affair, but only one was and is always shafted. The Palestinians have continually been betrayed, ignored, disowned, and demonized.

11) The Balfour declaration was a tiny part of the division of the Ottoman empire. It was Ottoman provinces for four hundred years prior to that. No Palestine or Palestinians, that's a name kept alive by the British from our Roman past.
The division of the empire was done around a table with Arabs, Jews and the western allies. The mass majority of the land was given to Arabs. Then 78% of the Jews share was given to Jordan. Then the Arabs attacked to steal the rest. Don't believe the lies on TV.

#12) The UK's dealings with the Jews and the Arabs has nothing to do with fear of offending God; either then or now. It has everything to do with greed for oil wealth and the use of that greed by Satan to try to stop God from keeping his promises to re-birth Israel.
God himself set the standard by which we would know if a prophet was speaking his word. "You will know by that which is spoken happens".

14): There are no promises of the re-birth of Israel in the New Testament, or prophecies in the Old of this happening in 1948 or 1967. 1948 happened by the will of man alone. God had no more to do with it than he did in the Holocaust or the 1947 independence of India and Pakistan. Zionism is a hijack of Judaism for its own purposes and a denial of its values.

I am sure Obama is bowing to the Israli Lobby as have the previous U.S. Presidents, and I am deeply disappointed in the lack of ability of our Presidents and politicians to stand up to this group. I agree with all of the above comments condemming the action of the Israelis and the abundant aid they receive from the USA
